As Shenzhen recently announced its carbon peaking implementation plan and proposed to take the lead in establishing and implementing dual carbon emission control degrees in the country, the carbon peaking construction drawings of 31 provinces (autonomous regions and municipalities) and 5 cities separately planned have all been published.

Promoting the gradual shift from total energy consumption and intensity control to total carbon emission and intensity control has become the only way to achieve the "double carbon" goal. Relevant departments should take advantage of the situation, consolidate the "double carbon" foundation, fully explore industrial opportunities, and ensure that energy consumption and carbon emission control are coordinated.

We will continue to play the role of the "baton" of industrial policy. Energy transformation is the pillar to achieve the goal of carbon peak. All regions and departments should speed up the improvement of industrial policies, strengthen the basic capacity building of carbon emission dual control, and improve the supporting systems of carbon emission dual control. It is necessary to adjust the proportion of industrial layout, promote the substitution of clean energy, increase the proportion of hydropower, wind power, solar power and other applications, and actively create conditions for the establishment and implementation of double control of carbon emissions through policy guidance.

The goal of "double carbon" is to use better technological means and model innovation to decouple economic development from carbon emissions and achieve green transformation of economic development. It is necessary to speed up technological transformation of traditional industries, vigorously develop coal processing technology, clean coal gasification technology, coal conversion technology, pollution control and waste treatment technology, and tap the potential of energy conservation and carbon reduction. We will vigorously develop technologies that enable the efficient and clean use of fossil energy, and transform traditional fossil energy with advanced energy saving and consumption reduction technologies, efficient and clean clean technologies, so as to achieve energy conservation and efficiency improvement. It is also necessary to solve the contradiction between environment and development through scientific and technological innovation. Develop a new generation of wind energy, photovoltaic, geothermal energy, ocean energy, biomass energy, hydrogen energy, nuclear power generation technology and battery technology and other new energy green technologies, accelerate the innovation of biotechnology, and further expand the carbon sequestration capacity of forests, arable land, grasslands, oceans, etc.

It is necessary to force enterprises to reduce emissions from both the economy and the market, and force industries to save energy and increase efficiency through consumption. Promote cross-regional and cross-ownership mergers and reorganizations of steel enterprises, increase the concentration of the steel industry, and optimize the distribution of steelmaking productivity. Accelerate the development of "high efficiency, clean and reduced" in the traditional thermal power industry, explore the development model of "electric heating based and multi-energy complementary", and gradually get rid of the overall dependence on fossil fuels in the power industry. Increase the activity and richness of the national carbon market, expand the industry coverage of the carbon market and the number of market trading entities, and gradually include petrochemical, chemical, building materials, steel, non-ferrous metals, paper, and domestic civil aviation in the current carbon trading market. Steadily explore the feasibility of launching carbon futures, carbon options and other financial instruments, improve and enrich the trading system of carbon market, lower the threshold for carbon emission enterprises to enter the market, and introduce social forces to comprehensively enhance the activity of carbon market trading.

In addition, it is necessary to improve the basic capacity of government departments at all levels in carbon emissions data accounting as soon as possible to ensure that they have a good idea.
