Acfic publishes Green Development Report of China's Private Enterprises (2023)

Recently, the All-China Federation of Industry and Commerce published the Green Development Report of China's Private Enterprises (2023) (hereinafter referred to as the Report). The green development of private enterprises in China is comprehensively investigated and studied, which consists of four parts: comprehensive report, special research, local practice and enterprise case.

The comprehensive report makes a comprehensive research and judgment on the macro situation and policy environment of green and low-carbon development of private enterprises, and obtains materials by combining statistical data with questionnaires. It deeply analyzes the green and low-carbon development status of private enterprises by focusing on the production and operation status of private enterprises, pollution reduction performance, energy conservation and carbon intensity and other dimensions.

There are two special research reports, respectively, on the green and low-carbon development of private new energy enterprises, private steel enterprises, green and low-carbon development of the investigation analysis and thematic research, the construction of the questionnaire survey data based on the support of private steel enterprises green development level index, evaluation of the relevant enterprises to promote green and low-carbon development of the actual effect.

Local Practice includes reports on the green development of private enterprises in Sichuan Province and Chongqing, systematically displaying the effectiveness, paths, difficulties and suggestions of local efforts to promote the green development of private enterprises.

A total of 20 green development cases of private enterprises are included in the enterprise case, focusing on the green development results and experience of private enterprises in traditional industries such as steel, nonferrous metals, chemical industry and strategic emerging industries such as new energy, new materials, environmental protection, medicine, etc., which has certain representative and exemplary significance.

The report shows that in the current critical period of building a beautiful China and promoting green development, private enterprises, as an important participant in economic and social life, are an important force in the construction of a modern economic system, and their position is irreplaceable and indispensable in the process of promoting green and low-carbon economic and social development. China's private enterprises consciously practice the concept of green development, in-depth promotion of environmental pollution prevention and control, solid promotion of carbon peak action, accelerate the formation of green and low-carbon production methods, and constantly help the comprehensive green transformation of economic and social development.

First, private enterprises have strengthened their awareness of green development. In recent years, private enterprises have continuously enhanced their awareness of green development, continuously increased investment in energy conservation and environmental protection, constantly improved the environmental management system, accelerated the transformation and upgrading of traditional production capacity, and fully played the main role of green technology innovation. Affected by the domestic and foreign environment and the epidemic, under the background that the production efficiency of enterprises has not yet fully recovered, the driving force of green and low-carbon transformation of industrial enterprises, especially high-energy-consuming enterprises, is still strong, and the green and low-carbon development trend of the industry is significant. The survey shows that in 2022, the net profit growth rate of enterprises in high-energy-consuming industries will increase by 5% or more, accounting for 30.9% of enterprises. There are still 50.5% of high-energy-consuming enterprises, the intensity of energy conservation and environmental protection investment increased by more than 5%, 8.6 percentage points higher than the same period last year. Among them, private iron and steel enterprises benefited from ultra-low emission transformation, accounting for 68.2%, 50.3%, 49.7% and 17.9% of environmental management system certification, energy management system certification, clean production audit and green product certification, respectively, 21.9, 28.1, 20 and 5 percentage points higher than high energy consumption industries.

Second, the green development of private enterprises accelerated. In terms of green development, private enterprises are not only the main force of green technology innovation, but also an important contributor to energy conservation, emission reduction and carbon reduction, and have made outstanding contributions to promoting green development. In particular, private enterprises have made remarkable achievements in the new energy industry, and the technological development of private new energy enterprises has made continuous breakthroughs, and major progress has been made in the exploration of new energy application scenarios. According to the 2022 survey, more than 80% of enterprises in high-energy-consuming industries have continuously improved environmental management and the system construction of energy conservation and carbon reduction, and 87.1% and 91.2% of enterprises in industrial and high-energy-consuming industries have declared emissions and paid environmental protection taxes in full. About 70% of the enterprises have introduced third-party management services, taken the initiative to recycle waste products and save transportation costs, entered industrial parks and carried out automatic online monitoring, and most of the key polluters in high-energy industries have installed automatic online monitoring instruments in accordance with regulations. More than 50% of the industrial park enterprises belong to the same type of industry or upstream and downstream industries, which can share environmental infrastructure or realize green and circular development of the industry.

Third, the green development of private enterprises has achieved remarkable results. Under the guidance of the "double carbon" goal, the majority of private enterprises practice the new development concept, take the initiative to assume the responsibility of reducing pollution and carbon, and coordinate the promotion of carbon reduction, pollution reduction, green expansion and growth, and have achieved remarkable results. According to the survey, in 2022, 32.6% of enterprises in high-energy-consuming industries prepared "carbon peak, carbon neutral" implementation plans, 9.2 percentage points higher than the industrial industry, among which the proportion of enterprises in the steel industry prepared "carbon peak, carbon neutral" plan reached 52.2%, about 10 percentage points higher than in 2021; 20.6 percent and 23.3 percent of enterprises in industrial and high-energy-consuming industries reduced their carbon emissions per unit product by 5 percent or more, an increase of about 5 percentage points over 2021. More than 70% of enterprises believe that the consumption of main raw materials per unit of product is better than the industry average. At the same time, with the energy efficiency of China's steel, primary aluminum, cement clinker and other unit products at the world's advanced level, the supply capacity of green products has been significantly enhanced, more private energy-consuming enterprises continue to strengthen energy conservation and environmental protection investment, and continue to accelerate green transformation and development.

The "report" pointed out that the current green development of private enterprises still face some outstanding problems, enterprise pollution control facilities construction operating capital guarantee pressure is relatively large, financing difficulties are still prominent, promote enterprises to continuously and steadily increase the policy environment of green low-carbon technology transformation is not perfect, still need to actively do a good job in the green development of private enterprises guidance and service work. In the next step, the All-China Federation of Industry and Commerce will actively implement the Opinions of the CPC Central Committee and The State Council on Promoting the Development and Growth of the Private Economy, promote relevant departments to further optimize the external policy environment for reducing pollution and reducing carbon of private enterprises, promote the research and development and application and promotion of green and low-carbon technologies, actively carry out demonstration actions for the green and low-carbon development of private enterprises, and smooth the information communication and feedback mechanism.
