Facing the forefront of world science and technology, we spearheaded the launch of an international scientific plan for carbon peaking and carbon neutrality

Carbon peak carbon neutrality is a broad and profound economic and social systemic change. The key to achieving carbon peak carbon neutrality is to give full play to the supporting role of scientific and technological innovation. In the critical period of comprehensively building socialist modernization and realizing the goal of "double carbon", there is an urgent need to face the world's scientific and technological frontier and lead the launch of an international scientific program in the field of carbon peak carbon neutrality.

At present, China has basically met the basic conditions for leading the launch of an international scientific program in the field of carbon peaking and carbon neutrality. First, the state attaches great importance to it. In August 2022, the Ministry of Science and Technology and nine other departments issued the Implementation Plan of Science and Technology to Support Carbon to Achieve Peak Carbon Neutrality (2022-2030), proposing that China should deeply participate in global green and low-carbon innovation cooperation, and timely launch international scientific plans in related fields. Second, the international community is paying close attention. Climate change is a major global challenge facing mankind today. Addressing climate change and achieving green and low-carbon development has increasingly become the consensus of the international community. The key to achieving carbon peak carbon neutrality lies in scientific and technological innovation, and the world's scientific and technological frontier involving clean energy has become the focus of general attention of all countries. Third, the accumulation of practical technology continues to mature.

Since the reform and opening up, China has participated in some international big science projects such as the Human Genome Project and the International Thermonuclear Fusion Experimental Reactor Project. These important practices have laid a good theoretical foundation and talent foundation for China to independently lead international big science projects, and accumulated certain management experience. Especially since the 18th National Congress, China has continued to increase green low-carbon science and technology research, has been in the new energy technology and other frontier science and technology in the world's leading level, a growing talent team, strong industrial strength, with global influence. To this end, it is recommended that:

We will strengthen organization, coordination and overall management. Establish an internationally accepted management mechanism in line with the characteristics of the Big Science program, rely on internationally influential national laboratories, scientific research institutions, universities, science and technology societies, and strengthen resource integration through the cooperation of scientific research institutions or intergovernmental cooperation, take the lead in establishing international scientific organizations related to carbon peak carbon neutrality, and be responsible for the planning, construction and operation of the big science program. The Expert Advisory Committee of the Grand Science Project, composed of high-level experts from the scientific and technological sectors, engineering sectors and industry sectors, has been established to play an advisory and review role.

We will accelerate the training of high-level top talent. We will implement a more active and open policy for the introduction of high-level talents, and rely on major national talent projects to train and introduce talents needed for major science programs. Establish a talent system that is in line with international standards, and select world-class scientists and engineers from all over the world. Improve the employment mechanism, create a professional talent team to engage in long-term research and management of big science programs, accumulate experience in international cooperation, ensure the stability of the professional talent team, and form a sustainable development of the talent echelon.

Adhere to international cooperation and openness and sharing. Fully draw on international experience, through paid use, intellectual property sharing and other ways, attract domestic and foreign governments, research institutions, enterprises to participate in supporting the construction, operation and management of big science programs, truly allow international university programs to build and share globally, and solve common problems of mankind through international scientific and technological cooperation.
