From 2023 to 2030, China will upgrade 35 million mu of high-standard farmland every year

The construction of high-standard farmland is a key measure to consolidate and improve grain production capacity and ensure national food security. The Party Central Committee and The State Council attach great importance to the construction of high-standard farmland. Since the 18th CPC National Congress, all regions and departments have earnestly implemented the decisions and arrangements of the CPC Central Committee and The State Council, vigorously promoted the construction of high-standard farmland, and strongly supported the improvement of the production capacity of grain and important agricultural products. In order to do a good job in the upgrading of high-standard farmland, improve farmland infrastructure, and promote the modernization of agriculture and rural areas with the modernization of infrastructure, in January 2023, the Ministry of Agriculture and Rural Affairs put forward the goals and tasks in the Guiding Opinions on Promoting the upgrading of High-standard Farmland:
From 2023 to 2030, the country will upgrade 35 million mu of high-standard farmland on an average year, and the overall grain production capacity per mu of high-standard farmland after upgrading will be significantly improved. Through renovation and upgrading, we can solve the problems of non-matching high-standard farmland facilities, aging projects, and low engineering construction standards, further improve the farmland infrastructure and farmland fertility, further extend the service life of engineering facilities, truly reach high standards, achieve guaranteed harvest in drought and flood, high and stable yield, and adapt to the development of modern agriculture. We will build a higher level, more efficient and more sustainable national food security foundation to provide strong support for the modernization of agriculture and rural areas.
It is proposed to carry out high-grade farmland upgrading and construction by classification

1. Resolutely completing construction tasks. All localities should earnestly implement the task of upgrading high-standard farmland in accordance with the requirements of the Plan. On the basis of scientific planning and demonstration, the annual construction tasks shall be detailed and decomposed step by step. It is necessary to adopt the method of "planning a batch, reserving a batch, and building a batch", pay close attention to the preliminary work of the project, organize and carry out research and mapping, preliminary demonstration, preliminary design and other work, and where conditions exist, the region can organize the first project approval, strengthen the project reserve, further optimize the project management process, reduce the preliminary work time, and optimize the project organization, implementation and acceptance plan. Ensure timely project approval, timely start and timely acceptance. All localities should pay close attention to the preliminary work of 2023 renovation and upgrading projects, and those regions where conditions permit can complete the first batch of renovation and upgrading project reserves by the end of September 2022. Implement the high-standard farmland construction scheduling system, carry out project construction progress monitoring, timely report the progress of local projects, and take hard and hard measures such as on-site supervision and guidance to ensure the completion of construction tasks.
2. Making overall plans to improve the layout of construction. All localities should implement the requirements of the Plan, combine territorial space planning and water security planning, scientifically formulate plans for the construction of high-standard farmland in their own regions, and make overall arrangements for the upgrading of high-standard farmland. We will clarify standards for upgrading and upgrading high-standard farmland by region and type. We will focus on the transformation and upgrading of high-standard farmland within the designated scope of permanent basic farmland with low construction standards, inadequate facilities, old disrepair and serious damage, and grain production capacity that does not meet national standards. For the project areas that meet the standards of the construction content, all localities are allowed to carry out targeted transformation and upgrading according to the principle of "what is missing and what is made up"; For the high-standard farmland that has been built to meet the construction content, if it reaches the prescribed service life, it can be gradually transformed and upgraded. In light of local conditions, we will promote the pilot construction of high-standard farmland and the construction of digital farmland in the whole region, and strengthen the improvement of high-standard farmland.
3. Rationally arranging the timing of construction. All regions should find out the current distribution of high-standard farmland and the main obstacle factors, comprehensively consider the grain production capacity, soil thickness, soil quality, irrigation and drainage facilities and field road supporting conditions, and reasonably determine the upgrading sequence of high-standard farmland. Those that fall within the demarcated scope of permanent basic farmland and meet the following conditions are given priority to be included in the upgrading scope of high-standard farmland: those located in major grain-producing areas and key support areas for rural revitalization; Located in large and medium-sized irrigation areas; Listed in the central and local key supervision; Agricultural production needs to be restored as soon as possible due to damage caused by disasters or other reasons; After the transformation, the production capacity has been significantly improved, which is conducive to the transformation and upgrading of agriculture; The year of completion is earlier, the level of investment is low, and it is in urgent need of upgrading.
4. Improving farmland infrastructure. According to the General Principles for High-Standard Farmland Construction and other standards, in areas with weak farmland infrastructure and relatively low mechanization level, or areas with low construction standards for high-standard farmland and serious aging and damage to farmland facilities, efforts should be made to renovate farmland facilities, make up for weaknesses in infrastructure, improve agricultural production conditions, and raise the level of mechanization. We will strengthen the ability of farmland to prevent, resist and reduce disasters. Focus on field improvement, upgrading of irrigation and drainage facilities, field road renovation, farmland transmission and distribution construction, farmland protection and ecological environmental protection measures. Specifically include the following:
-- Field improvement measures: reasonable division and appropriate merging of fields, leveling the land, reducing the height difference and slope of the field surface. To meet the needs of agricultural mechanization and large-scale production and management, the length, width and direction of the field should be reasonably determined according to factors such as topography, crop types, mechanical operation efficiency, irrigation and drainage efficiency and prevention of wind erosion and water erosion. After field renovation, the thickness of effective soil layer and surface layer should meet the needs of crop growth.
-- Construction of irrigation and drainage facilities: to meet the needs of agricultural production, carry out the construction of field irrigation and drainage facilities, effectively connect the backbone projects of irrigation areas, reasonably support the transformation and construction of transmission and distribution canals (pipes), drainage ditches (pipes) and canal system buildings, etc., to achieve supporting irrigation and drainage facilities. Promote efficient water-saving irrigation technology and support small-scale water source projects in fields according to local conditions.
- Construction of field roads: In accordance with the principle of "conducive to production and taking into account ecology", optimize the layout of field roads (machine-tilled roads) and production roads, reasonably determine the density and width of the road network, repair and build new field roads (machine-tilled roads) and production roads according to actual needs, and construct ancillary facilities such as ramps, Bridges and culverts, wrong lanes and return yards for agricultural machinery to improve the convenience of agricultural machinery operations. The road accessibility in plain areas is 100%, and the road accessibility in mountainous and hilly areas is not less than 90%.
- Supporting farmland transmission and distribution facilities: Laying low-voltage transmission lines, supporting construction of power transformation and distribution facilities, reasonably laying weak electricity facilities for farmland suitable for power irrigation and drainage, farmland drainage, micro-irrigation, water and fertilizer integration and information engineering to provide power guarantee, improve agricultural production efficiency and benefits.
-- Farmland protection and ecological environmental protection measures: According to the needs of farmland protection, the construction or restoration of farmland shelterbelts, bank slope protection, slope protection, gully treatment projects to ensure farmland production safety. We will promote ecological transformation measures, focus on ecologically fragile farmland, strengthen the construction of ecological ditches and other facilities for the use of cultivated land according to local conditions, and improve the ecological environment of farmland.
(5) Focus on improving farmland productivity. For areas with relatively poor land fertility, comprehensive land fertility improvement measures are focused on improving the land fertility and grain yield per unit area, comprehensively improving farmland production conditions, and ensuring sustainable and efficient use of farmland. Focus on soil improvement, removal of obstacle layers, soil fertilizer and so on. Specifically include the following:
-- Soil improvement: the improvement of soil texture, acidification, salinization and compaction is carried out by means of mixing viscosity, mixing sand, applying conditioner, applying organic fertilizer, conservation tillage and engineering measures.
-- Removal of obstacle soil layer: adopt deep tillage, deep loosening and other measures to eliminate the restriction of obstacle soil layer on crop root growth and water and gas movement.
- Soil fertilization: maintain or improve the fertility of cultivated land by straw returning to the field, applying organic fertilizer, planting green fertilizer, deep ploughing and deep loosening.
