All localities and relevant units should actively create conditions to encourage livestock and poultry farms, farmers' specialized cooperatives and enterprises of all kinds to produce organic fertilizers using organic wastes and kitchen wastes generated by seed breeding, agricultural product processing, landscaping and other industries. Including commercial organic fertilizer (including organic fertilizer (NY/T 525), bio-organic fertilizer (NY 884), organic and inorganic compound fertilizer (GB/T 18877), the same below), biochar based fertilizer (NY/T 3041), composite microbial fertilizer (NY/T 798), soil conditioner (NY/T 3034), etc. Promote fertilizer utilization of organic waste.
Encourage the construction of livestock and poultry excrement, straw collection and treatment centers, land management according to the facility agricultural land, organic fertilizer production enterprises in the construction of land to give support. Production and sales and wholesale and retail qualified goods organic fertilizer products are exempt from VAT. The production and construction projects of organic fertilizers shall carry out environmental impact assessment according to law and regulations.
Second, increase the promotion and application of organic fertilizers
All localities should speed up the cultivation of socialized and specialized fertilization service organizations, carry out unified procurement (supply), unified application, and unified technical guidance services for organic fertilizers, explore ways such as government purchase of services, support service organizations with willingness, strength, and technology to participate in fertilization services, and promote the popularization and application of organic fertilizers. Special funds at all levels to support agricultural enterprises and farmers' specialized cooperatives should increase support for fertilization service organizations. The promotion and application of organic fertilizers will be included in the implementation content of projects such as high-standard farmland construction, transformation and improvement of functional areas for grain production, soil health action, cultivation of cultivated land fertility, and follow-up fertilizer cultivation of cultivated land, guiding agricultural production and management subjects in the project area to apply organic fertilizers, reducing fertilizer input, and driving surrounding farmers to scientifically apply organic fertilizers.
3. Promote scientific and technological innovation in the organic fertilizer industry
We will support industry-university-research collaboration in key core technologies for the efficient use of organic waste in rural areas, new products such as green, safe and efficient bioorganic fertilizers and biocharcoal-based fertilizers, machinery for the application of organic fertilizers, and machinery for the comprehensive utilization of crop stalks, and develop a number of new technologies, products, and equipment for the production and application of organic fertilizers. Research on the integration of mechanical fertilization and planting patterns.
Accelerate the construction of a standard system for the fertilizer utilization of organic waste, and establish a series of technical standards and norms for the efficient disposal, safe application, monitoring and evaluation of organic waste, as well as the production and application of bio-organic fertilizer and biocharcoal-based fertilizer. Encourage organic waste recycling enterprises and social service organizations to actively participate in standardization projects.
Fourth, strengthen organic fertilizer market supervision
All localities should strengthen the risk assessment of organic fertilizer production raw materials and strengthen product quality risk control. Urge enterprises to establish fertilizer quality control and traceability system, and fulfill product quality, price, after-sales service and other commitments. Strengthen the supervision of organic fertilizer production enterprises and sales markets. We will crack down on illegal activities such as the production and operation of fake and shoddy organic fertilizer products in accordance with the law, and standardize the order of market operations. We will improve market access and exit mechanisms, ensure good product quality and reasonable prices, and effectively safeguard farmers' interests.
5. Implement policies to support the production and application of organic fertilizers
The provincial finance will continue to arrange funds to support large-scale operation entities to promote the application of organic fertilizers produced with organic waste resources as the main raw materials, and the specific implementation plan will be formulated by the provincial agricultural and rural competent departments and the financial departments. The organic fertilizers that enjoy the subsidy policy shall obtain the fertilizer registration certificate issued by the competent agricultural and rural departments at or above the provincial level.
Local governments are encouraged to formulate specific measures to support the production and application of organic fertilizers in light of their actual conditions, giving priority to supporting organic fertilizers used for food production. Support and guide organic fertilizer production enterprises to upgrade facilities and equipment, optimize production processes, and accelerate the cultivation of a number of organic fertilizer production enterprises with core competitiveness. The qualified application machinery and supporting facilities shall be included in the catalogue of subsidies for the purchase of agricultural machinery.
Sixth, jointly create a good environment to promote the production and application of organic fertilizers
All localities and relevant units should strengthen organizational leadership, implement policies and measures, and include the promotion and application of organic fertilizers in the development of circular economy, the promotion of rural revitalization and the construction of an efficient ecological agriculture province. Science and technology departments should actively support the research and development of organic fertilizer related technologies; The competent departments of agriculture and rural areas should increase the promotion efforts, organize agricultural technicians to carry out tests and technical training, guidance services, and help farmers to improve the level of scientific fertilization; Development and reform, finance, natural resources, ecological environment, construction, market supervision and other departments should combine their work functions to vigorously support the production and application of organic fertilizers.
