The General Office of the Heilongjiang Provincial People's Government recently issued the "Heilongjiang Province Straw Comprehensive Utilization Work Implementation Plan (Interim)" (hereinafter referred to as the "Plan").

According to the Plan, in 2023, the comprehensive utilization rate of straw in the province will reach more than 95%, and the straw return rate will reach more than 68%. Among them, the comprehensive utilization rate of straw in Beidahuang Agricultural Reclamation Group reached more than 98%, and the straw return rate reached more than 95%. In Harbin City, Suihua City, Zhaozhou County and Zhaoyuan County, the comprehensive utilization rate of straw reached more than 95%, and the straw return rate reached more than 65%. In other cities, the comprehensive utilization rate of straw reached more than 91%, and the straw return rate reached more than 60%.

The plan requires strengthening the fertilizer utilization of straw returning to the field and conserving the black soil cultivated land. Promote the technical model of straw returning to the field by region and crop according to local conditions, and improve the coverage rate and arrival rate of scientific and standardized returning to the field. We will jointly promote indirect return methods such as straw decomposition, organic fertilizer production and livestock breeding, and monitor the ecological effects of straw return to the field.

It is necessary to accelerate the industrialization of straw from the field and extend the industrial chain. Accelerate the use of straw kneading, yellow storage and other feed conversion. Encourage county and township central heating small coal-fired boilers biomass transformation and replacement. Promote straw as raw materials for weaving processing, extending the straw industry chain.

To do a good job of straw supply and demand orderly connection, to ensure the supply of raw materials. The government will plan the supply of straw resources as a whole, guide large straw industrial utilization enterprises, village collectives, and straw off-field operation subjects to sign multi-party cooperation agreements, clarify the responsibilities of all parties, and establish an interest linkage mechanism.

It is necessary to standardize the straw packing operation and improve the working quality. Actively promote the straw off-field operation without soil, and strictly implement the technical standards for off-field operation.

We should strengthen social services for the whole process of agricultural production and reduce operational costs. By strengthening the docking and cooperation with the Beidong Farming Reclamation Group, and supporting social service organizations, the straw returning to the field will be included in the whole social service content of agricultural production. Encourage the development of collection, storage and transportation service networks such as enterprises, farmers' cooperatives and brokers, and provide comprehensive straw collection, storage and transportation services through market-oriented operation.
