Focus on rural tourism key villages, and strive to promote the deep integration of rural, cultural and tourism business, tourism facilities and services to meet the AA level or above national standards for tourist attractions, the average annual income of village tourism reached more than 2 million yuan, the per capita income of rural residents reached the level of advanced areas in the country, rural construction into the national advanced ranks.
Focusing on the rural revitalization demonstration belt, implementing unified planning and construction, integrating all kinds of resources, developing and expanding rural industries, more than 50% of the villages in the demonstration belt have reached the standard of "one village, one product" demonstration villages and towns, and the average annual collective economic income at the village level has reached more than 200,000 yuan, making it a model of rural revitalization in the province.
We will focus on beautiful and livable villages, steadily improve public infrastructure and basic public services, and achieve full coverage of rural water supply and hardening, greening and lighting of roads in villages, thus significantly improving the living environment.
Focus on the purification and improvement of the rural environment in the province, implement the classification and reduction of domestic waste, promote the effective full coverage of the garbage collection, transportation and disposal system, establish a long-term mechanism, garbage treatment in place, the rural environment is clean, tidy and orderly, and the formation of perceptible new changes.
3. Key tasks
1. Planning guides rural development
1. Prepare and implement village planning. We will speed up the formulation of territorial space plans at the county and township levels and establish and improve plans for the layout of villages. For the administrative villages of cluster construction, suburban integration and characteristic protection, the practical village planning of "multi-planning and integration" shall be formulated according to local conditions. For administrative villages listed in the category of renovation, upgrading, relocation and withdrawal, large-scale infrastructure and public service projects will not be built in principle. The key villages of rural tourism should formulate tourism development plans scientifically. The rural revitalization demonstration belt broke the boundary of administrative units and concentrated on the preparation of construction plans. By 2025, the county and township levels will complete the preparation of territorial space planning, and the practical planning of "multi-planning" villages will reach more than 5,000.

Strengthen the exploration of technical models, and steadily promote the renovation of rural household toilets. Tourism toilets have been built in key rural tourism villages, and the treatment rate of domestic sewage has reached 100%. We will promote the construction of small and medium-sized sewage treatment facilities in rural revitalization demonstration zones. By 2025, the treatment rate of domestic sewage in rural areas will reach more than 35%, and 58 water bodies in the national supervision list of black and smelly water bodies in rural areas will be rectified, basically eliminating a large area of black and smelly water bodies.
4. Establish long-term management mechanism. Widely mobilize the peasant masses, comprehensively implement garbage classification, source reduction, establish the environmental supervisor system, promote the "three guarantees in front of the door" responsibility system, "points system" assessment, and create "civilized families" and "the most beautiful courtyard". Attract social capital to participate in the construction of rural garbage and sewage treatment projects, and orderly promote the integration of urban and rural environmental sanitation. We will accelerate the establishment and improvement of a rural environmental management and protection mechanism with "systems, standards, teams, funds and supervision". Key rural tourism villages take the lead in providing social environmental management services and market-based operations. We will explore the establishment of environmental management mechanisms across towns and villages in rural revitalization demonstration zones.
3. Improving rural infrastructure

4. Improving basic public services in rural areas

By 2025, all villages with annual collective economic income of more than 50,000 yuan will be covered, and 80 percent of villages with annual collective economic income of more than 100,000 yuan will be accounted for.

By 2025, more than 100 national and provincial rural governance demonstration villages and towns will be created, and 500 "Five good and two good" and beautiful villages will be created.
