In order to further promote the modernization of the ecological environment governance system and governance capacity in our province, improve the development level of the ecological environmental protection industry, and innovate the environmental governance model, according to the requirements of the "Notice on recommending the third Batch of Ecological environment-Oriented Development (EOD) model pilot Project" (Luhuan Zi (2023) No. 70), after research, It is agreed that 8 projects, including the Eco-environment-oriented Development (EOD) project in the southern mountain area of Jinan City (see annex for the list), will carry out the pilot work of the eco-environment-oriented development (EOD) model at the provincial level for a period of 3 years. The relevant matters are hereby notified as follows.

First, earnestly promote the implementation of pilot projects. Each pilot implementation unit shall strictly implement the national and provincial requirements for the innovation of ecological and environmental governance models and the development of ecological and environmental protection industries, actively explore and innovate the organizational and implementation methods of ecological and environmental governance projects during the pilot work, and promote the high-level protection of the ecological environment and the high-quality development of the regional economy. The municipal ecological environment Bureau and the Development and Reform Commission should strengthen supervision and guidance of the pilot work, correct the problems found in the pilot work in a timely manner, and promote the standardized implementation of the pilot work. The Shandong Branch of the China Development Bank will tilt the allocation of resources and increase support in accordance with the principles of precise policies, market-oriented operation and controllable risks.

2. Carry out pilot work in accordance with the law and regulations. Each pilot implementation unit is the main body of responsibility for the pilot work, to carry out the pilot work in strict accordance with the relevant requirements, not in the name of the pilot to break through the existing laws, regulations, policies and other requirements, not in the name of the pilot to replace the project and other procedures, may not increase local hidden debt.

Third, strengthen the mechanism of return of pilot projects. Each pilot implementation unit shall strengthen the integration and integration of public welfare ecological environment governance projects and related commercial industrial development projects. In the process of implementation, pilot projects can be appropriately optimized to increase the feeding of ecological environment governance.

Fourth, strengthen the pilot experience summary. All pilot implementation units should strengthen overall planning, summarize experience and practices in a timely manner, and explore the formation of innovative models of ecological and environmental governance that can be replicated and promoted. During the pilot period, the annual progress will be reported to the municipal Ecological Environment Bureau and the Development and Reform Commission before the end of December each year, and the two departments will report to the provincial ecological Environment Department and the Development and Reform Commission, and at the same time copy to the Shandong Branch of the People's Bank of China and the Shandong Branch of the China Development Bank.
