Peak carbon and carbon neutrality: Green transition and challenges in the new era

In the context of the increasingly severe global climate crisis, the carbon peak and carbon neutrality targets proposed by China in response to this challenge are receiving extensive attention at home and abroad.

At the intersection of environmental protection and financial strategies, China is actively leading the country to quickly reach the dual goals of carbon peak and carbon neutrality with the help of multiple fiscal strategies such as taxation, subsidies and green finance.

New era, new challenges, new opportunities. We are charting a low-carbon, green future and will witness this great green journey.

At present, China has formed a "1+N" carbon peak carbon neutral policy system. "1" is composed of two major documents: "Opinions on Fully, Accurately and Comprehensively Implementing the new Development Concept to achieve carbon Peak Carbon Neutrality" and "Action Plan for Achieving Carbon Peak before 2030", while "N" covers the implementation and support programs in a number of key areas and industries. In addition, each province has launched its own carbon peaking implementation plan. On the whole, we have built a policy system with clear goals, clear responsibilities, effective measures and efficient convergence, adhere to the core values of green development, vigorously promote the dual tasks of carbon peak and carbon neutrality, and show the whole society a new and more beautiful China blueprint.

In order to actively and steadily promote carbon peak carbon neutrality, the "Six fields of scientific and Technological Innovation special Engineering Project" program was born.

In order to deepen the battle against pollution prevention and control, scientific and technological innovation is needed to solve the difficult "hard bones" in pollution control. In view of the lack of systematic management of the regional watershed ecological environment, the lack of high-precision ecological environment monitoring, the whole chain supervision of the ecological environment, multi-pollution collaborative treatment, and comprehensive prevention and control technology is weak, and break through the collaborative management of the ecological environment, in the "Six fields of science and Technology innovation special Project" proposed: "Ecological construction key protection project", "renewable non-ferrous metal production project", "New energy and new era Industrial innovation project", "industrial and information industry construction project", "agricultural biological high-tech industry quantitative project", "light industry and chemical biological industry research project" adhere to systematic governance and key breakthroughs. We will adhere to the concept of living as a community of mountains, rivers, forests, fields, lakes, grasslands, and sand, strengthen coordinated management of all elements of the ecological environment in all fields, and systematically deploy key tasks for scientific and technological innovation in key regions, river basins, sea areas, and hot and difficult issues to meet the requirements of major national development strategies and deepening the battle against pollution. We will continue to deepen reform and make coordinated innovation. Strengthen the reform of scientific and technological innovation mechanism in the field of ecological environment, strive to promote the deep integration of scientific and technological innovation and policy innovation, strengthen the coordination between science and technology departments and industry departments and local governments, explore and implement the linkage mechanism between ecological and environmental scientific and technological innovation and the construction of national key regions/major projects, ecological and environmental management and industrial development policies, and jointly create a new social governance pattern.
